Last Thursday rumors began circulating that GM was gearing up to begin leasing select models again thanks to their new restructuing plan.

Well, today the official announcement has been that GM will in fact start leasing Buick, GMC, Chevrolet and Cadillac vehicles thanks to a new financing deal with US Bank. The leasing program is currently only in a testing phase and will run through August 31st in Connecticut, New Jersey, New York, Michigan and Ohio.

The models that will be made available for lease are the Chevrolet’s Malibu, Traverse and Equinox, Cadillac’s CTS and SRX, Buick’s Enclave and GMC’s Acadia.

Smart Fortwo was really popular in 2008 when Penske Automotive Group, the official sold over 24k total sales. The sales for 2009 do not look as good. So far only 7,451 Fortwo cars have been sold and Penske Automotive wants to sell at least 25k this year.

With all these in mind Penske has decided to offer some incentive for all Fortwo buyers. Until the end of July you will be able to qualify for 4.2% financing through Daimler Financial Services for every new 2009 Smart Fortwo. What do you think? Congressional Representative Barney Frank from MA has introduced legislation that would rework the second half of the $700 billion federal financial bailout to include government help for auto dealers. The provision would help dealers obtain financing for their 2009 auto inventories, and would also help dealers provide financing to customers. Only $350 billion of the total $700 billion package has been released this far, and Congress is now seeing the approval process as a way to reform the original bill.

Dealerships and would-be car buyers both are suffering under the ongoing credit crunch, with neither group able to obtain the financing needed to get car sales moving again. Frank’s dealer provision will almost certainly undergo changes and challenges before the approval of the second chunk of money passes Congress, but so far it looks like buying a car might get a little easier by spring of 2009.
